If you don't have iron early on, you can easily use this modification. From the clay scissors parts you can melt them down to get ceramic scissors parts. You can then combine the two parts of the ceramic scissors to make a finished tool. Ceramic scissors have the same functions as regular scissors in the game world, but have 25 percent less strength.
How to install the modification:
First step: download and install Fabric and Fabric API.
Second step: download the mod file.
Third step: copy the Ceramic Shears mod package to the .minecraft/mods folder (if it does not exist, install Forge again or create it yourself).
